Pay providers should be obliged to provide the major local networks at no additional cost to the consumer. In order to do this, they would have to be provided this programming from the local stations for free. The networks should be making money from commercials, so commercial-skipping software would have to be illegal. This would stop pay tv providers from blacking out local stations which provide emergency information about weather, etc.
