Charge broadcasters license fees of 10% of their revenues. Then award ($) journists for good works!
Charge corporations 10% for their license to broadcast, but use much of it to hold ongoing large cash awards or grants to journalists who get it right based on votes of journalists editors and professors of journalism.
This will make sure rewards are even and fair, rather than Rupert, absurd and wrong.
